Closing the Wastewater Gap in Rural America

YOWA knows that communities across New England have a wide range of onsite wastewater challenges.  In our effort to get help for those with problems in need of attention we wanted to share a federal resource assistance program which could be beneficial.

Closing the Wastewater Access Gap in Rural America

Across the country, small and rural communities are facing mounting challenges when it comes to maintaining and upgrading their wastewater infrastructure. Aging systems, limited local capacity, and the complexity of navigating federal funding programs often leave communities knowing something needs to be done—but unsure where to start.

That’s where the Closing America’s Wastewater Access Gap (CAWAG) Initiative comes in.

Launched in 2022 as a pilot program with the U.S. Department of Agriculture, CAWAG was created to help small and rural communities overcome barriers to accessing federal wastewater infrastructure funding. The initiative partners directly with local leaders and trusted technical assistance providers to guide communities through the planning, evaluation, and funding process—at no cost to the community.

Momentum Is Growing

Due to strong interest and demonstrated need, CAWAG expanded significantly in 2024. The initiative is now positioned to support up to 150 additional communities, including several spots in YOWA’s region in New England. As of today, 87 communities are actively receiving hands-on technical assistance, putting CAWAG more than halfway to its expanded goal.

What Support Looks Like

Communities selected for CAWAG receive no-cost, customized technical assistance tailored to their specific wastewater challenges. This support may include:

  • Assessing existing wastewater system conditions and needs
  • Evaluating feasible and affordable solutions, including rate studies
  • Identifying available grants and financing options
  • Assistance with engineering coordination and funding applications
  • Support in developing or strengthening wastewater management ordinances

The goal is not just to secure funding, but to help communities identify practical, financially sustainable solutions that will serve residents for the long term.

No Deadline, Rolling Selection

One of the most important features of CAWAG is its accessibility. There is no deadline to apply, and communities are selected on a rolling basis. This allows local officials to seek assistance when the timing is right—without the pressure of a traditional application window.

Communities can request assistance by completing the Water Technical Assistance (WaterTA) Request Form, available through EPA’s WaterTA program.
